Send cards to your niece and ask her kindly to fwd them to your sis.
If you feel your sister is being coerced or abused, then calling APS may work--but they may find that sis is fine and is OK with the lack of communication.
@geaton777 @morethanthat1 Thanks for your replies and ideas. I believe she is POA. I think my sister needs to have care, but would like her current address to be able to call or send her cards. My niece lives in another state, so I'm not sure what she does with her mail. Also, not sure why she doesn't want to share her actual where abouts. and my two sisters and I have trust issues with her. My sister's phones go to voice mail, so I assume that means they are connected. The police who went to her house and talked to a neighbor said it is sad, but legally they can't give out that information.
